The South Carolina Transportation Infrastructure Bank (the Bank) Board has approved a New Rural Project Program and committed $250 million over the next ten years. The Rural Application round opens March 18, 2024 through May 17, 2024 and will provide financial assistance to rural projects not to exceed $50 million. The Bank invites the submission of rural applications from local governments (project sponsors or owners) for financial assistance for transportation projects.

The Bank hosted a Rural Project Program Preliminary Workshop on March 1, 2024, at 955 Park Street, 5th Floor Auditorium, Columbia, SC 29201. The workshop explained the rural application process and had a question and answer session. See the New Rural Project Program Flyer (PDF) and Rural Project Program PowerPoint Presentation (PDF).

The Bank will evaluate the applications and projects which are determined to be eligible and qualified based on the Bank’s rural application criteria (PDF), the Bank’s Operating Guidelines (PDF), the South Carolina Transportation Infrastructure Bank Act, and Act 275 of 2016.  The projects approved for financial assistance by the Bank will be submitted for review and consideration to the SCDOT Commission and the General Assembly’s Joint Bond Review Committee. The Bank will notify all applicants of final decisions.
